The National Institute of Rural Development and Panchayati Raj (NIRDPR), an autonomous organisation under the Union Ministry of Rural Development, is a premier national centre of excellence in rural development and Panchayati Raj. STANDARD OPERATING PROCEDURES OF DDUGKY

MoRD has notified the Guidelines and Standard Operating Procedures (SOP) to be followed while implementing the programme. It is mandatory for all project functionaries under DDU-GKY to be trained, assessed and certified in the Standard Operating Procedures. This e-learning portal is designed to facilitate self-learning of the SOP as well as certification.

Panchayat Management

The administration of the Panchayat is entrusted to the representatives elected by the people of the locality on regular intervals. The elected members have a responsibility to represent the interests of the entire community. For this they have to take decisions for planning and implementation of schemes. The elected members are accountable to the villagers and for this reason they rely on the administration for support, advice and assistance for the day-to-day activities of the Panchayat.     The Sarpanch or President is the executive head of Gram Panchayat and is responsible for overall administration. The Sarpanch is assisted by an Executive Authority i.e. the Panchayat Secretary and other staff. The Gram Panchayat functionaries are entrusted with authority under the provisions of State Panchayat Raj Act to administer   the Panchayats.  The primary role of the Gram Panchayat administration is to support the elected body. This includes implementing resolutions of the Gram Panchayat, delivery of public services, and implementing welfare and development programmes etc.   Panchayat office is a place where information is processed to facilitate elected body to take decisions. To provide an effective administration, the Gram Panchayats must follow certain office procedures and maintain important records, files and registers. In this course we will discuss about the general office procedures relating to Gram Panchayat administration. 

Democratic Decentralisation and Local Governance

The two most important questions about political organization of any society pertain to ‘who takes the decisions for the public’ and ‘how those decisions are taken’. And answers to these questions reveal the nature and type of government of that society. Democracy as a form of government as well as a process of decision making that has evolved as the most popular institution throughout the world in the contemporary times. The notion of democracy is associated with governmental decision making, whether at the local or at the national level. In simple terms, it is an institutional arrangement for arriving at political decisions in which the citizens enjoy the power to decide whether directly or through popular vote. This Course on “Concept of Democracy and Decentralisation” takes the learners through the meaning, nature and types of democracy and its associated concept- ‘decentralisation’. As a form of government, democracy may not necessarily entail decentralisation. Consequently, democratic decentralisation may be perceived as expansion of democratic values and extension of democratic government to the grassroots. Following this introduction, this instructional content of the unit deals with the conceptual aspects of ‘democracy’ and ‘decentralisation’ and delineates their meanings, classifications and contemporary practice in the Indian context. On successful completion of this unit, the learners will gain detailed knowledge about the basic concepts of democracy and decentralisation.
